Another thing to try is substitution.
You might have to borrow some stuff if your
don't have it. First plug another steel or
guitar into your rig. Still does it? Swap ALL cords, or the volume pedal. No remedy?
Maybe try another type of preamp with the Quadraverb left out. Since you've got different components in your set up, see if your can at least narrow down where the problem is originating.

Pedalsteel, why can't you start off with just a guitar, pedal, and one amp? If there is no problem, add the next piece of gear. If there is no problem, add the next piece of gear. Keep adding gear until the problem comes up. Then you will know what piece of equipment the problem is in. It does not sound like a volume pedal problem to me.
